Design a report by setting the layout with:
width = 8.5 in
height = 3 in
By default, the page orientation will set to "landscape"
Is there anyway to code it and make the page orientation to "potrait"?

Orientation is always set based on your page width and height.
If you can't increase the page height, you can do something similar to this:
